In November 1916, as the imperial army retreated along the frontline and the Tsarist elite shook with scandal after scandal, the Russian liberal-nationalist politician Pavel Milyukov posed the famous question to the country’s parliament - what was to blame, treason or stupidity? He got various answers, to which he retorted
‘Choose any ... as the consequences are the same.’
