I wouldn't say it's complete bullshit, but it is the usual technocratic managerial mantra, predicated on the idea that everything in the West is fantastic, especially neoliberalism, and GDP growth is what Moses brought back from the mountain. It also assumes that the whole world is in love with Ukraine which is at the centre of the universe, and that the lost territories in the east and south will be re-conquered. Of course, if the latter doesn't happen, the whole plan goes out the window, because West Ukraine doesn't seem to have much to offer when it comes to resources.
Basically, the global neoliberal playbook that has failed everywhere for the 99% and purely enriched the 1%. As Einstein remarked, insanity is trying the same thing over and over and expecting different results. But then as Ukraine is the most corrupt country in Europe if not the world, the 1% there will sure back this ludicrous strategy.
The number she quotes for China does not include the state-owned enterprises which dominate the "commanding heights" of the economy and she doesn't mention the communist governance groups that are part of all enterprises. Nor does she note the state-directed spending and lending to drive targeted industrialization, and the regular legal moves and even the execution of billionaires to maintain a competitive environment and keep corruption in check. Without these facts what she is saying is utter made up crap - the standard neoliberal model.

More likely scenario is that Ukraine becomes a landlocked rump state and remains corrupt and impoverished.

Rolling back taxes and reducing regulation in a country riven by corruption and economic inequality is a recipe for disaster.
